A search by me of the UK War Catalogues (https://discovery.nationalarchives.gov.uk/details/r/D3613647) (on 8/4/2026) suggests
that Samuel Frackleton Keenan may be the Private Samuel Keenan of the Seaforth Highlands who was in Regiment Numbers S/10402 and 242101 and served in the first
world war in France, and received the Victory, British and Star medals. Note however, the name is recorded as simply Samuel Keenan, not Samuel
Frackelton Keenan.
The 191415 Star was for service in a theater of war (191415), the British War Medal (191420) for broader overseas service, and the Victory Medal (191419)
